Resolve conflicts between the FreeBuff setup support and upstream's
cleanup-aware registration reads and uninstall publication:

- Keep upstream's permission-fail-closed evidence probe as a Result while
  extending it with the explicit-selection and shared-ownership probes.
- Keep upstream's serialized uninstall operations and cleanup retries while
  retaining the FreeBuff/ZCode shared-storage applicability and ownership
  evidence paths.
- Keep upstream's removal refusal algebra and adapt ownership evidence to it.
- Adapt the FreeBuff boundary fake filesystem to publishConfiguration.
