* fix(process): expose Darwin swiftc compile deadline via env Busy hosts can exceed the hard-coded 60s ownership-helper compile timeout. Apply the pinned formatter, drop the duplicate import, list the `"devin"` format that its own definition already uses, and mark the pair array `as const`.
