morluto 23c70d674c fix(pcap): retain parsed observations when process cleanup fails ...

Separate command facts from unresolved cleanup, preserve captured stdout, and build partial Evidence through the domain owner. Retain process and snapshot ownership until cleanup succeeds.

Validation: command boundary tests, build and static checks passed. Linux provider regressions added; unavailable on this macOS host.
