docs(phase-29): the SESSION-17 wave premise is REFUTED — 0 never-attempted cached fuel at live>=100

- build_wave_args --min-live 100: ov_SC07_006 37 candidates / 0 fresh; ov_SC06_018 163 / 33 fresh,
  all reach-1. Fleet-wide (139 binaries, 983 cached Ghidra-C): cached & live>=100 = 141 -> 111 gated,
  30 with a preserved draft, 0 never attempted. Only fresh cached fuel anywhere = 40 fns at live 1-4.
- So the queue's '6 drafters -> ~3 banks x138' economics have no fuel. Fresh high-reach fuel is
  CREATED by a per-overlay Ghidra-C prefetch (Task 5's greedy cover, imports 2-8 = +0.59pp), which
  needs an MCP restart + Drew running /mcp (R23/R29).
- TWO selection bugs in my own filter, caught before spending: (1) the exclusion set missed
  .run/giants/ (would have re-bought ~2.6M tokens of characterized permuter-only work); (2) it then
  counted .run/ghidra_c/*.c -- the Ghidra INPUT -- as drafts, making every pool read 'exhausted'.
- Nothing spent; no agents launched.

The SESSION-17 queue's pipeline opens `build_wave_args.py --rank live --min-live 100`. Run against
`ov_SC07_006`: **37 candidates, 0 never-attempted.** Against `ov_SC06_018` (the overlay Task 5
prefetched precisely for this): **163 candidates, 33 never-attempted — all reach-1, live 1–4.**
**Fleet-wide, the decisive query** (all 139 src binaries; live = how many still hold it as an
INCLUDE_ASM stub; 983 cached Ghidra-C files; drafts = every `.run/**/func_*.c` that is NOT the
Ghidra-C cache): **cached & live≥100 = 141 → 111 gated in the backlog, 30 carrying a preserved draft
(`.run/wt_uni/`, `.run/drafts_wave4/`, `.run/giants/`), and *0* genuinely never attempted.**
The only never-attempted cached fuel anywhere is **40 functions, every one live 1–4** (overlay-unique,
×1). **So a 5–6 agent wave has no reach-138 fuel to draft** — the s14/s15 waves plus the Task-3 giant
runs drained it, and the queue's "6 drafts → ~3 banks ×138" economics do not apply to what is left.
**⚠️ TWO SELECTION BUGS IN MY OWN FILTER, both caught before spending (R14 on myself):**
**(1)** my first exclusion set came from the backlog alone and missed `.run/giants/` — so the top three
"fresh" targets were `func_80176734` (close=76, §27 frame-pressure lock), `func_80176218` (close=271,
"hardest of the set") and `func_80140958` (close=116, LICM) — ~2.6M agent tokens of preserved,
*characterized permuter-only* work that a wave would have re-bought. **(2)** my corrected scan then
counted `.run/ghidra_c/func_*.c` as drafts, but that is the Ghidra decompile **input**, not an
attempt — which made 100% of every pool read "already tried" (5,488 phantom attempts; 169 in one
band). A selection tool whose candidate set is derived from the wrong directory manufactures both
false work and false exhaustion, in the same afternoon. §66c.
**THE GATING DEPENDENCY, unchanged from Task 5's own measurement:** fresh high-reach fuel is created
by a **per-overlay Ghidra-C prefetch**, not found. Task 5 measured the greedy cover — ov_SC06_018 was
#1 (now drafted out), imports 2–8 (`ov_SC03_015`, `ov_SC07_006`, `ov_SC03_124`, `ov_SC06_029`,
`ov_SC02_011`, `ov_SC03_094`, `ov_SC04_011`) add **+0.59pp combined**, then a 632-family long tail.
That import needs the MCP server restarted and **Drew to run `/mcp`** (R23/R29) — a human step, so it
is a genuine gate, not something to work around.
**WHAT IS ACTUALLY AVAILABLE, priced honestly:** (a) 40 cached reach-1..4 targets — real distinct-code
units, ~×1 each, ≈0.006pp instr for a 6-agent batch; (b) the ~8 stranded functions §65g says need a
transform that does not exist yet; (c) the characterized permuter-class giants — token-FREE CPU, but
blocked on pycparser refusing the `register __asm__` pins (`.run/giants` README, §66-adjacent tooling);
(d) the Ghidra-C prefetch (a), which restores wave economics and needs `/mcp`.
