**Model routing changed (Drew, measured):** difficulty is the prior RESIDUAL CLASS, not `nins` —
a 26-ins function took 18 min / 31 tool calls while a 122-ins one took 80 s / 10. `draw_waves.arm_from_history()`
now escalates to Fable at draw time when a function's own journal notes name a compiler-internal
residual (scheduling / birthing boost / regalloc / LUID / cross-jump / delay-slot). R39 control over
3,147 functions × 3 bands = 9,441 decisions: **4,020 upgrades, 0 downgrades**. Cookbook **§413**.
**R48 exposure found by that control:** its first form passed over an EMPTY set, because the agent
verdict schema never carried `binary` — so every historical journal note is NAME-keyed and could be
served to a homonym in another overlay (§238). `claude_wave_draft.js`'s VERDICT now requires `binary`;
the historical corpus keeps that caveat. Cookbook 1081.
