docs(phase-29): the Ghidra-C prefetch is measurably spent — 0.51pp ceiling across 87 overlays

- Measured locally (no MCP): per-overlay stubs that are substantial AND uncached AND undrafted = what
  an import would unlock. Best single overlay 6,062 ins (0.05pp); fleet total 67,116 ins (0.51pp).
- Task 5's greedy cover (+1.59pp for ov_SC06_018) was a snapshot of a CONSUMABLE and has been consumed
  by the s14/s15 waves + permuter runs. What remains is overlay-unique tail across 87 overlays, each
  needing a server restart + a human /mcp for ~0.01pp.
- Ranked: giants ~+1.3pp (seeds ready) > func_801463A0 ~+0.11pp > the ENTIRE prefetch ~+0.51pp at 87
  human-gated imports. The prefetch is now the worst lever on the board.
- R14 on myself: a 3-line ls of two dirs made func_8014032C look never-attempted; the full glob found
  6 drafts. The fleet figure (0 cached+never-drafted at live>=100) stands. Same failure as §66c, twice
  in one session — prefer the glob over a hand-listed pair.

**no cached Ghidra-C** AND **no surviving draft anywhere** — i.e. exactly what an import would unlock:

**Why it decayed:** Task 5's greedy cover (2026-07-21) measured ov_SC06_018 at **+1.59pp** and imports
2–8 at +0.59pp — but those families have since been DRAFTED (the s14/s15 waves + the permuter runs).
The cover was a snapshot of a **consumable**, and it has been consumed. The remaining uncached pool is
overlay-unique tail code, ~×1, in 87 separate overlays — each import needing a server restart and a
human `/mcp` (R23/R29) for ~0.01pp.
**⇒ RANKED AGAINST THE ALTERNATIVES (all measured this session):** the 4 converged giants ≈ **+1.3pp**
(seeds ready, `.run/giants/s17_*.c`) · `func_801463A0` ≈ **+0.11pp** (one named open question) · the
ENTIRE prefetch program ≈ **+0.51pp** at ~87 human-gated imports. **The prefetch is now the WORST
lever on the board, not the wave-unblocker the roadmap treats it as.**
**⚠️ A CORRECTION I OWE MY OWN EARLIER MEASUREMENT (R14):** a 3-line `ls` of two draft dirs made
`func_8014032C` (live=137, cached) look never-attempted and therefore look like high-reach fresh fuel.
The full glob found **six** drafts for it (`.run/drafts_wave3*`, `.run/wt_uni`, `.run/w3_*`). The
fleet-wide figure — **0 cached + never-drafted targets at live≥100** — is the one that survives. Same
failure mode as §66c, committed by the same person twice in one session: *check every draft directory,
and prefer the glob over a hand-listed pair.*
