`INCLUDE_ASM` lives in `..._jr_8017ED5C.c`. **Splicing into the wrong file is a NO-OP**: the binary
keeps its INCLUDE_ASM bytes, the SHA differs, and it reads as a codegen failure.
**THE COMPOUNDING FAILURE WAS OURS.** `gate_stage` labelled every such refusal
`(declaration/TU plumbing)` — a cause **the tool never measured**, printed as a diagnosis. That
label is what aimed five waves of agents at the wrong thing. **Both halves fixed:** the message now
states only that the two oracles disagree and hands over the resolving check, and §166a banks the
