+**R14 SELF-CORRECTION — READ THIS BEFORE TRUSTING ANY WAVE SUMMARY.** I reported
+`ov_SC03_107:func_8017BEBC` (741 ins) as banked in t5n, in chat AND in commit `commit:3173`'s message.
+**It was not.** The drafting agent self-reported MATCH, its local `match_one` said closeness 0, and I
+repeated that without reading the judge — which recorded 42 union banks with that function excluded.
+It stayed an `INCLUDE_ASM` stub for three more waves. Caught only when the distill slate (banked-only
+by contract) failed to include it. **It is banked NOW** (`commit:3178`), byte-proven at the whole-binary
+gate. The body had been correct the whole time; the sole blocker was `conflicting types for
+ApplyMatrixSV` at tu:5758 — the draft re-declared a callee the TU already declares with a different
+param spelling, and deleting the draft's own extern fixed it (the call site's `(void*)` casts convert

+Measured: the mirror repaired **0 of 17** un-banked drafts across t5j/t5k/t5l, and 0 in every wave
+since — in each case the TU had no conflicting value-returning decl. True ceiling: **91 of 1,579 open
+overlay stubs (5.8%)** have a file-scope value-returning decl of themselves, and it only fires when
+such a stub ALSO drafts as `void`. The tool is correct and free to leave wired into `t5_bank.sh`, but
