## ✅ T27 — item 3: the PLUMBING census RE-VERDICTED. 7 of 10 banked; the rest are now TRUE verdicts.
§102 proved a PLUMBING verdict is a statement about the DECLARATIONS and hides the body's real one,
so the T14 census needed re-reading rather than trusting. Result — **7 of the 10 entries are now
BANKED** (`func_80175DA8` · `func_801330E0` · `func_8015D1B8` · `func_80175AB8` · `func_80135EB0` ·
`func_801789AC` · `func_8014CF04`), and the 3 open ones each have a measured true verdict:

**`func_80135260` is the cleanest demonstration of §102:** its blocker was
`conflicting types for func_8014CF04` — a function I conformed and banked hours ago — so the
plumbing genuinely IS resolved, and the verdict underneath is a real codegen DIFF. **A PLUMBING
entry is not deferred work; it is UNMEASURED work.**
**Corrected frontier arithmetic:** the census's "9 PLUMBING = recoverable" reading was wrong in both
directions — most of it banked (better than expected), and the remainder is DIFF/carve work (worse).
Only **1 of the 3** is permuter-shaped; `func_80135260` joins the `structural` group that the
grinder's admission rule correctly rejects (§60a: `partial` plateaus scored 0/12 in Task 13B).
