tools and its lessons as kernels, but the Makefile recipe (a comment per rung naming the incident that earned it) lived outside
tools/. tool_census --corpus now extracts `tools-health:` + `audit-digest:` VERBATIM into decomp-architect/corpus/record/build/
tools-health.mk (derived text; --check regenerates and compares; 92 lines); the record front page's row; the intake's Phase-5
tools column and the methodology's instruments section point at it. No installer step changed → no sixth dry-run owed; the
installable snippet (a TODO(phase-N) per rung, Step 8) is recorded for the split phase.
