# G66 -- Consult the tool dictionary before designing or debugging a tool

Before writing a new tool or diagnosing a misbehaving one, look the NEED up in the tool index (the kit's `corpus/tools/INDEX.md`
|
|
and the project's own `docs/tool-index.md` once it exists): the proven implementation is the jumping-off point — its design, its
|
|
verdict layers, its refusals — its incident row is the failure mode to avoid, and its Adapt column is the list of what differs
|
|
here. A tool built without the lookup re-learns an incident that was already paid for.
