Austin Zheng 4af0d8ebf7 drm/amd/display: Unlock Pipes Based On DET Allocation
[Why]
DML21 does not allocate DET evenly between pipes.
May result in underflow when unlocking the pipes as DET could
be overallocated.

[How]
1. Unlock pipes that have a decreased amount of DET allocation
2. Wait for the double buffer to be updated.
3. Unlock the remaining pipes.

Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the reStructuredText markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
