The variable "targets" contains object paths for which existing .*.cmd files should be included. scripts/Makefile.build automatically adds $(MAKECMDGOALS) to "targets" as follows: targets += $(extra-y) $(MAKECMDGOALS) $(always) The $(MAKECMDGOALS) is a PHONY target in several places.
