While the iavf driver adds a s/w limit (128) on the number of FDIR
filters that the VF can request, a malicious VF driver can request more
than that and exhaust the resources for other VFs.
Add a similar limit in ice.

There are various text files in the Documentation/ subdirectory,
several of them using the reStructuredText markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
