This reverts commitda9ef50f54. This fixes a regression in which the link would come up, but no communication was possible. The reverted commit was also removing a comment about DP83867_PHYCR_FORCE_LINK_GOOD, this is not added back in this commits since it seems that this is unrelated to the original code change. ``make pdfdocs``. The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
