When the EEE advertisment is changed, we should restart autonegotiation to update the link partner with the new EEE settings. Add this trigger but only if the advertisment has changed. These guides can be rendered in a number of formats, like HTML and PDF. In order to build the documentation, use ``make htmldocs`` or ``make pdfdocs``.
