Refresh the OpenBIOS emitter stamp after the config loader change

The direct_shortcut keys touch recompiler/src/config_loader.*, which the
BIOS emitter fingerprint covers, so configure warned that OpenBIOS was
stale. tools/regen_bios.sh --config bios/OpenBIOS.toml regenerates
byte-identical OpenBIOS_*.c; only the stamp changes. (Master 78f60d59 was
already stale against its own emitter; this stamp covers that too.)
