test(native): skip the inaccessible-directory diagnostic as root (#1900)

The artifact directory diagnostic makes a bundle member unreadable with
mode 000 and expects inventory_artifact to report its path and EACCES.
Root ignores the mode, so the read succeeds and the test fails when the
suite runs as uid 0 (for example in a container). Skip it there with the
same process.getuid?.() === 0 condition the DMG EACCES diagnostic uses.
