fix(test): audit static Wasm and Harmony tool wording (#1917)

Browse Source 
Account for explicit nonexecution wording in the existing tool-effects audit.
WABT validates and decompiles the module; Harmony projects inventory Evidence.
Retain declared effects and stale-exception checks.
